Residents of proposed annexed areas can find out impact

Last Updated on November 21, 2016 by cassnetwork

The City of Logansport’s fiscal consultant will provide confidential estimates of what property tax bills will actually be for residents of the Unger Addition, Chieftain Row and Davis and Chase Roads if they are annexed.

Residents who live outside the city limits southwest of the Chase/Davis/Perrysburg roundabout and north of the Eel River as well as the Unger Addition on the city’s southwest side can contact the Mayor’s Office for a free calculation of their property taxes if they agree to be annexed into the city limits. The estimates will be provided by Umbaugh & Associates, which provides fiscal analysis for the city, Cass County and the Logansport Community School Corporation. Umbaugh has indicated that in most cases, homeowners will see at most a 1 percent increase attributed to annexation because of the state’s property tax cap legislation.

“We understand the fears traditionally associated with the word ‘annexation’ in Indiana, but we want anyone who might be affected by annexation to know exactly what they will be paying,” Mayor Dave Kitchell said Monday. “While annexation will cost slightly more, much if not all of the increase for many people affected will be offset by a decrease in utility bills and the elimination of their trash pick-up fees.”

Kitchell said the days of “forced annexation” are over in Indiana, and he would not have proposed annexation for any area around the city if there wasn’t potentially a mutual benefit for both the people and businesses affected and the city.

“In many cases, particularly north of the city, lower property insurance coverage may result because of the addition of fire hydrants and the proximity of the Logansport Fire Department.”

Information submitted for property tax purposes will only be released to the property owners requesting the information.
