State Police asking for public’s help in Carroll County

Delphi, IN – The Carroll County Sheriff’s Department, FBI, Delphi Police Department and the Indiana State Police are requesting assistance to identify the person depicted in this sketch who is believed to be connected to the murders of Abigail J. “Abby” Williams and Liberty Rose Lynn “Libby” German.

The person depicted in the composite sketch is described as a white male between 5’6” to 5’10”, weighing 180 to 220 pounds, with reddish brown hair, eye color unknown. This sketch depicts a hat that may not be accurate.  We ask that you focus on the person’s facial features.

The composite drawing is the result of information received during the course of this ongoing investigation.  Anyone with information about the murders or the person depicted in the composite sketch should call the established tip line at 844-459-5786 and can remain anonymous.  Tips may also be emailed to abbyandlibbytip@cacoshrf.com.

A reward in excess of $230,000 is offered for information that leads to the arrest and conviction of the person or persons responsible for these murders.

Liberty German’s grandfather spoke to the media this morning in Delphi and urged anyone with information to come forward.

Sgt. John Perrine with the Indiana State Police said the cash reward to bring the person or peoples responsible for the double homicide of Liberty German and Abigail Williams is now over $224,000.

Perrine said Investigators have received more than 11,000 tips.

“Of those, 2,000 have been cleared with 110% positiveness that they are not related.”

“Please, if you know anything, if you think you know something, trust your gut and give us a call,” Perrine said. “If  you know anything, we’re asking for those tips.”

Perrine also addressed rumors on social media connecting the case to other crimes and said spreading unconfirmed rumors could be detrimental to the case.

Update as of March 2, 2017:

The Indiana State Police reported on March 2 that the Delphi Murders Reward is up to $216,165 including a donation of $5,775 from Mitchell’s Mexican Grill in Delphi. They recently held a fundraiser in Delphi.

Today, the reward for information leading to the arrest of a suspect (s) in the murders of Liberty German and Abigail Williams has increased to $96,000. The increase is because of a flurry of donations from the public and businesses, including the Ball Corporation’s, in Monticello, IN, donation of $5,000.

There have been approximately 8,800 tips received via phone and email. Approximately 1,000 of those tips have come in since Saturday afternoon. The FBI is utilizing approximately 6,000 electronic bill boards, in 46 states, requesting information about this case.

The link of the audio of a suspect’s voice saying “down the hill” is available for download at www.in.gov/isp/delphi.htm.  The audio, and a previously released photo of a suspect, were obtained from the cell phone of Liberty German.

The Indiana State Police Alliance (ISPA) has established an account for individuals or businesses wishing to donate to the Delphi Reward Fund. Checks should be made payable to the Indiana State Police Alliance Foundation. “Delphi Reward” should be entered on the memo line. Donations can be mailed to 1415 Shelby Street, Indianapolis, IN, 46203.

It is still toll free at 1-844-459-5786. Information can also be reported by calling 1-800-225-5324 (800-Call FBI). Callers will have to follow a few prompts to report their information.

There is a $50,000 reward being offered for information leading to the arrest of a suspect or suspects in the murders of Liberty German and Abigail Williams.

Delphi– At approximately 12:15 p.m. on February 14, 2017, the bodies of Abigail J. Williams, 13, and Liberty Rose Lynn German, 14, both from Delphi, IN, were found in a wooded area near the Delphi Historic Trail, east of Delphi, IN, in Carroll County. The teens had been reported missing the previous day by family members. Their bodies were discovered by volunteers who were helping in an organized search for the girls. Law enforcement is investigating the case as a double homicide.

Today, the reward for information leading to the arrest of a suspect or suspects in the murders of Liberty German and Abigail Williams has increased to $50,000. The increase is because of a $9,000 dollar donation by the office of United States Representative Todd Rokita.

There have been approximately 3,900 tips received via phone and email. Approximately 1,900 of the tips were received after the release of a voice recovered from Liberty German’s cell phone.

The FBI is utilizing approximately 6,000 electronic bill boards, in 46 states, requesting information about this case.

During a news conference at 10 a.m. this morning, Indiana State Police and the FBI released additional information pertaining to the double homicide investigation in Carroll County, Indiana.

Anyone with information about this case, no matter how insignificant, is encouraged to call the Delphi Homicide Investigation Tip Line at (844) 459-5786. Investigators confirmed that the photograph of the suspect that Indiana State Police released on Wednesday, Feb. 15 came from the cell phone of one of the victims, Liberty “Libby” German, 14. Today, investigators also released a short audio file featuring a voice recording, extracted from a video found on Libby’s cellphone, that they say may be connected to the homicides. Sgt. Tony Slocum with the Indiana State Police called Libby as a  hero for having the presence of mind to turn on her phone and record.

The audio is looped four times, and investigators say it includes a male voice saying “down the hill.”

Carroll County- At approximately 12:15 p.m. on February 14, 2017, the bodies of Abigail J. Law enforcement is investigating the case as a double homicide.

Since Wednesday February 15th, law enforcement officers have distributed a photo of a person observed on the Delphi Historic Trail. The photo appears to depict a white male wearing blue jeans, a blue coat/jacket, and a hoodie. During the course of the investigation, preliminary evidence has led investigators to believe the person, in the distributed photo, is suspected of having participated in the murders of Abigail Williams and Liberty German.

Note:
On Thursday night, February 16th,, law enforcement officers executed a search warrant on a home in the 11000 block of West Bicycle Bridge Road, Delphi, IN.  The warrant was part of the ongoing Delphi investigation. At this time, no person at this home is considered a suspect in the Delphi murder investigation.

UPDATED: 5:48 p.m. on Thursday, Feb. 16, 2017

Indiana State Police say a new Tip Line number has been setup for any information regarding the deaths of Liberty German and Abigail Williams. The number is 844-459-5786. All tips should be called into that number. You can remain anonymous if you wish. All information will be taken and followed up on by officers working the case.

UPDATE: Wednesday, Feb. 15 at 6:50 p.m.

Indiana State Police have provided a photograph of a subject who was on the Delphi Historic Trails on February 13, 2017 around the time Abigail Williams and Liberty German were walking. The Indiana State Police are asking help from the public to help identify him so he can be contacted regarding what he might have seen.

Also, if you were parked at High Bridge Trail Head on February 13, 2017 between 1:00 p.m. and 5:00 p.m., authorities would like to talk to you.

If you can identify the subject or were parked in the lot, please contact the Carroll County Sheriff’s Department or the Delphi Police Department at 765-564-2345 or the Indiana State Police at 765-567-2125. You can remain anonymous if you request.

This information is being disseminated for the Carroll County Sheriff’s Department.

Carroll County-The bodies found in the woods east of Delphi in Carroll County have been positively identified as Abigail J. Williams, 13 of Delphi and Liberty Rose Lynn German, 14 of Delphi. They were the two girls that were reported missing on Monday, February 13, 2017. The bodies were discovered about 12:15 p.m. on February 14, 2017 in the woods near the Dear Creek by volunteers helping in the search for the missing girls. The families have been notified.

This is now considered a double homicide investigation. No further information will be released as far as condition or cause of death of the two girls. We are asking for anyone to come forward with information or were in the area of the Delphi Historic Trails or Monon High Bridge that might have seen a person or persons, vehicles parked in the area or were taking pictures. Any information may be helpful to solving this case. You can contact the Carroll County Sheriff’s Department or the Delphi Police Department at 765-564-2413, option #1, or the Indiana State Police at 765-567-2125.

The families and all law enforcement would like to thank all those who volunteered their time in assisting in helping in the search for the two girls. Without their help, it may have taken longer to locate and find them.

All suspects are innocent until proven guilty in a court of law.
