On the Agenda: January 8-14, 2018

We’re trying something new to help residents learn more about local government meetings. These are some of the meetings happening this week in our communities.

MONDAY, JANUARY 8
The Logansport City Council will meet at 6:30 p.m. Monday, January 8. (The council normally meets on the first Monday of the month but since that was a holiday, the meeting was moved to January 8). The meeting will be held in the City Council Chambers on the 3rd floor of the Logansport City Building. Download the agenda and meeting packet here. (PDF)

The Logansport School Board will hold its Organizational Meeting and its Board of Finance Meeting at 5 p.m, followed by its Regular School Board Meeting at 5:30 p.m. on Monday, January 8 at the Administration Building, 2829 George St.

WEDNESDAY, JANUARY 10
The Indian Creek Joint Drainage Board will meet at 9 a.m. on Wednesday, January 10, 2018 in the Cass County Commissioners’ Hearing Room #203, Cass County Government Building, 200 Court Park, Logansport, IN. The board affects taxpayers in Cass, Fulton, Pulaski and White Counties. For more information, contact the Cass County Surveyor’s Office at 574-753-7843

Items the Logansport City Council will be considering at the January 8, 2018 meeting include the following:

Ordinance 2017-29
2nd Reading
Sets the 2018 holiday schedule for City of Logansport employees and offices to include New Year’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day After Thanksgiving, Christmas Eve, Christmas Day and three floating holidays. The schedule does not apply to the uniformed division of the Logansport Police and Fire Departments. On first reading in December, the ordinance was introduced and approved on a vote of 6 in favor and 0 opposed.

Ordinance 2017-31
2nd Reading
The City of Logansport was awarded and accepted grant for infrastructure work in the amount of $547,395.50 from the INDOT Community Crossings Matching Grant Program. The council had already approved a 50% local match for the grant. This ordinance will transfer the grant money, along with the city contribution from the Motor Vehicle Highway Fund, to the already established “Community Crossings Grant Fund.” On first reading in December, the ordinance was introduced and approved on a vote of 6 in favor and 0 opposed.

ORDINANCE 2017-32
2nd Reading
In the summer of 2016, the council approved a project to transition 4th and 5th Streets from one-way to two-way. The project will be reimbursed to the City of Logansport by state-held relinquishment funds from U.S. Highway 24, per ordinance 2016-12. That ordinance allowed the transfer of $15,000 from the Non-Reverting Rainy Day fund to pay for upfront expenses of the project prior to reimbursement from INDOT. Now, the council wishes to use CEDIT monies to pay for the project. This ordinance authorizes $200,000 from CEDIT, including the monies owed to repay INDOT, and returns the original $15,000 to the Non-Reverting Rainy Day Fund. Upon completion of the project, any unused CEDIT funds will be returned to the CEDIT fund. On first reading in December, the ordinance was introduced and approved on a vote of 6 in favor and 0 opposed.

ORDINANCE 2017-29
2nd Reading
Cass County Government is making improvements to the 18th Street Bridge over the Wabash River in Logansport and has offered the opportunity for the City of Logansport to add to the bridge project. In 2016, the council allocated $208,000 and $50,000 from CEDIT to fund the Texas Rail and decorative lights to match the recently renovated 3rd Street Bridge. Now, the council wishes to reduce the approved CEDIT funds from $258,000 to $15,000, and U.S. 24 relinquishment money will be used to complete the allowable expenses of the 18th Street Bridge project. On first reading in December, the ordinance was introduced and approved on a vote of 6 in favor and 0 opposed.

Ordinance 2018-01
1st Reading
The Utility Service Board has been advised that revenues generated by the water department are insufficient to adequately cover operating and repair expenses of Logansport Municipal Utilities water department. To have adequate bond coverage and undertake the necessary repairs and extensions of facilities, LMU will increase water rates in 3 phases:
Phase 1: 7% effective June 1, 2018
Phase 2: 5% effective June 1, 2019
Phase 3: 4% effective June 1, 2020
The ordinance will require a vote at this meeting and, unless the council chooses to suspend the rules and vote again, a vote at the council’s next meeting.

Ordinance 2018-02
1st Reading
The Utility Service Board has been advised that revenues generated by the sewage department are insufficient to adequately cover operating and repair expenses of Logansport Municipal Utilities sewage department. To have adequate bond coverage and undertake the necessary repairs and extensions of facilities, LMU will increase water rates in 3 phases:
Phase 1: 11% effective June 1, 2018
Phase 2: 7% effective June 1, 2019
Phase 3: 7% effective June 1, 2020
The ordinance will require a vote at this meeting and, unless the council chooses to suspend the rules and vote again, a vote at the council’s next meeting.
